Kevin shares his experience applying the Theory of Constraints to the public sector. He starts by showing the difficulty on defining the goal of Government, but once done and with very simple TOC concepts, people in government can achieve a lot. As part of the TOC five focusing steps, he describes the challenges behind the third step called subordination. He shows and provides examples of how using some of the approaches common for the private sector, these can cause huge resistance in the public sector when applying TOC. Kevin then shares the process and an example on how he goes about taking TOC and making it work in a government agency.
